INSTITUTIONAL FRAMEWORK

A clear public framework for the MDM national project.

This page explains the public role of MDM, its institutional reference, the separation between public information and member services, and the boundaries that protect users from confusing MDM with a public authority.

01

National-purpose platform

MDM is presented as a Moroccan platform designed to strengthen practical connection with Morocco through information, community, services and trusted routes.

02

Institutional reference

MYCDIC provides the public institutional context presented on the platform. MDM keeps its own product and service identity while explaining that relationship transparently.

03

Not a public authority

MDM does not issue state documents, exercise governmental powers or replace competent Moroccan or foreign authorities.

HOW THE PUBLIC MODEL IS SEPARATED

Four layers, each with a different role.

Clear separation prevents institutional language from being used as a substitute for actual service conditions.

Public information

Legal, administrative, practical and educational material available through the public MDM layer.

Community

Digital participation and connection routes governed by platform rules and safeguarding standards.

Member services

MDM PASS services and partner advantages that require verified member status and published eligibility.

Partner network

Independent businesses and projects reviewed for relevance and service conditions. Participation does not make them public institutions.

GOVERNANCE PRINCIPLES

Trust depends on published rules, not prestige language.

As MDM develops, its public governance should remain anchored in transparency, data protection, verification, partner standards and clear complaint routes.

Data responsibility

Personal data is handled under the published privacy framework, user-rights routes and security controls.

Partner accountability

Partner offers and service conditions should be documented, reviewable and removable when standards are not met.

Public accountability

Project updates should distinguish what is active, what is in testing and what remains future-facing.

Important: References to Morocco, national priorities, MYCDIC or public institutions do not imply governmental, royal or state endorsement unless an official source explicitly states otherwise.
PUBLIC BOUNDARIES

What MDM can do and what it cannot do.

MDM can organise information, connect people to services, verify platform records, manage its membership and partner network, and create support routes. It cannot replace official authorities, guarantee third-party decisions or present future coverage as already active.
